Yushiro Shinsetsu or Daniel took a good advantage of this situation, recruited a lot of merchant and created the Merchant Union Bank , with his reputation as the good Samaritan he pretended to be, he gained most if not all the hearts of the villages by his kind actions, some hints here and there with a lot of "righteous fury" and "pain of seeing peoples miseries", he was having this mask on him all the time, and acted literally like he said everything and did it like he was meaning it, in every moment of every second of the day and night. In the political power measure, he hold more of power then the Kage now, again there is no king without his people, as he holds the hearts of the villagers hell even the ninjas are grateful as some of their families are getting a slightly better life due the union, the Kage, Hisen who just took the chair, holds no real power in this village.
