His arms spread wide.
"But even that is not the full extent of what this Pulse permits. With sufficient power and precision, one can target not merely actions but the Civilization that enabled those actions. Everything that Civilization stood for, every principle it embodied, every change it wrought upon existence through its expression, all of it can be unmade. The framework that supported a being's power collapses, and everything built upon that framework collapses with it."
His voice dropped lower.
"And if one is killed thoroughly enough with THE Silurian Light, if the erasure is complete and absolute, then something even more terrible occurs."
He paused for effect that seemed almost theatrical.
