Because he hasn't yet changed back to "his" real body, Issei feels awful about the state of his physique at the moment. It would take ten years or more to make a bottle of Elixir of Life full again after one use, even with the repair power of the Gate of Babylon. So it's impossible for Shirou to give a full bottle of Elixir of Life to Sairaorg. But Shirou knew that one drop of the Elixir of Life is enough to cure Sairaorg's mother.

Asked Shirou who is trying to test the determination of Rias and Sairaorg in their effort to save Misura, Sairaog's mother.
"I only have one bottle of the Elixir of Life, and the Elixir of Life cannot be renewed inside the Gate of Babylon like the other treasures that I have, so after I give it to you, I will not have that Elixir of Life anymore, so depending on your answer, please give me a right reason that will make me give you the last bottle of the Elixir of Life in the world."
Rias and also Sairaorg are gulping after they hear Shirou's question; both of them didn't know that the Elixir of Life was that precious. And the most shocking thing for them was that the elixir of life that Shirou had was the last one in the world and could not be renewed at all (they didn't know that Shirou was lying), so they thought Shirou's refusal to give the elixir of life was a natural thing to do.
