Mira and Salamandor could not utilize their Domains.
The constant three way battle of inner worlds had done some serious damage, making their Domains inaccessible. An outcome not even Salamandor had predicted. After all battles of Domains never ended in a tie. Usually one inner world was stronger than the other. Initially Salamandor had lost, that's how the battle should've ended.
When Mira pulled out a Domain allowing Salamandor to re-use his, for the first time in the World's history Domains were at a tie. So for the first time in history those who used Domains experienced their inner worlds being damaged to the point they temporarily lost access to their Domains.
It was essentially a forced cooldown.
This had its fair list of troubles. Without the Domains in place they were once again at a disadvantage in the water.
It didn't help that everyone was separated as well.
