Danzo Shimura remained entirely unbothered by the Hokage's panic.
Danzo's Internal Monologue: A political faction is not a monolith. Just as the Uchiha are divided into doves, moderates, and hawks, the village administration has its own competing interests. For me, destroying the Uchiha is the primary objective, but crippling Hiruzen's political standing is a highly profitable secondary goal. He is the mountain blocking my path to the Hokage seat. Why should I help him clean up his mess without extracting a heavy toll?
As for the fact that Jin's leaked intelligence also implicated Danzo's Root organization? Danzo did not care. Root operated in the shadows; they were already considered the village's necessary evil. A little more mud on a pitch-black cloak meant nothing.
Furthermore, Danzo knew Hiruzen's regime would survive this crisis.
Danzo's Internal Monologue: Konoha's military infrastructure is severely depleted from the Third Shinobi World War. If the major clans force Hiruzen to step down now, there is no universally respected candidate to become the Fifth Hokage. To prevent an Uchiha from seizing the vacuum, the noble clans will be forced to grit their teeth and prop Hiruzen up, regardless of the scandals. Hiruzen will not fall today, but he will bleed.
Having calculated the political vectors, Danzo stood up.
"I apologize, Hiruzen," Danzo said smoothly, adjusting his robes. "Public opinion is a force of nature. Attempting to suppress it directly will only validate the rumors and cause a severe backlash. We must simply trust the villagers' loyalty to the Will of Fire and let time heal this wound."
He turned and walked toward the door.
Hiruzen's face turned violently purple. He instantly recognized Danzo's extortion tactic. However, Hiruzen had no choice. As the Hokage, he had to maintain a pristine, benevolent public image; he could not personally engage in the dirty work of psychological warfare. Root was the only organization equipped for mass information manipulation.
"Wait," Hiruzen ground out, his voice dripping with venom. He was forced to cross his own red line. "I will authorize the conscription order. Five elite genin from every major clan. Is that sufficient for you to do your job?"
Danzo stopped. A predatory gleam flashed in his visible eye. He turned back around.
"Ten genin per clan," Danzo demanded.
"Preposterous! Absolutely not!" Hiruzen roared.
"I will compromise. Nine."
"Denied! Five is my absolute limit!"
"I will drop it to eight. If you refuse, I am walking out that door."
"Seven!" Hiruzen snarled, his chakra flaring. "Take seven, or get out!"
"Deal," Danzo replied instantly, sitting back down with a faint, victorious smirk.
Danzo's Internal Monologue: Seven is more than enough. The noble bloodlines—particularly the Yamanaka Clan's mind-transfer abilities and the Aburame Clan's stealth insects—are vital assets for Root's intelligence network. I have secured the future of my organization.
Hiruzen, conversely, felt a sickening weight in his stomach.
Hiruzen's Internal Monologue: By signing this executive order, I am legally allowing Danzo to abduct the talented heirs of the noble clans and brainwash them into Root operatives. The clan heads will despise me for this overreach. However, the civilian populace's faith is the foundation of my rule. I must sacrifice my standing with the elites to pacify the masses.
"The authorization is yours," Hiruzen said coldly. "Now, tell me how you intend to neutralize this information leak immediately. If you fail to deliver after extracting such a price, I will remind you why I was named the God of Shinobi."
Danzo ignored the threat, leaning forward on his cane.
"There is only one effective counter-measure to a damaging rumor: information flooding," Danzo explained rationally. "We will not deny Jin's claims; that looks defensive. Instead, Root operatives will infiltrate the civilian sectors and simultaneously release dozens of new, wildly contradictory, and highly sensational rumors."
Danzo outlined the psychological tactic. "Civilians lack access to classified intelligence. If we flood the market with absurd conspiracy theories—claiming the Sand Village caused the deaths, or that the Uchiha themselves are framing the administration—the public will be unable to distinguish the truth from the noise. Their attention will fracture. The truth will be buried under a mountain of absurdity."
Hiruzen's eyes narrowed. It was a vicious, cynical strategy, completely devoid of honor. But it was logically sound. 'If Jin were here,' Hiruzen thought bitterly, 'he would likely applaud the sheer ruthlessness of it.'
"Execute the plan immediately," Hiruzen ordered. Then, his tone dropped to a freezing absolute. "And do not forget the primary objective. I want Jin Uchiha eradicated. I do not care how many men you use. I do not care what underhanded methods you employ. You have one month to make him disappear permanently."
"One month," Danzo calculated briefly, nodding. "It will be done."
Unlike his earlier exit, Danzo walked out and closed the office door with polite precision. He had gotten everything he wanted.

The Cost of War
Once Danzo was gone, the heavy silence returned to the Hokage's office.
Homura frowned, wiping sweat from his brow. "Hiruzen... Danzo's authority is expanding too rapidly."
"Indeed," Koharu added, her face etched with anxiety. "If Root integrates the bloodline limits of the major clans, Danzo's private military will rival the Anbu. Aren't you afraid he will become uncontrollable?"
Hiruzen exhaled a long, exhausted cloud of smoke, looking at his two advisors with a mix of disdain and weariness.
"I am fully aware of the risk," Hiruzen replied sharply. "Yet, neither of you offered a better solution while he was in the room. We had no choice. Only Root possesses the covert infrastructure to handle this level of public manipulation."
Hiruzen turned his chair to look out the window at the sprawling village, his tactical mind already processing the next phase of the conflict.
Hiruzen's Internal Monologue: Koharu and Homura are short-sighted. They see Danzo gaining troops, but they fail to factor in the attrition rate of his upcoming mission. Jin Uchiha is a Mangekyo Sharingan wielder—a catastrophic-level threat who has already unified his clan.
"Do not worry about Root's expansion," Hiruzen said quietly, his voice laced with cold calculation. "Danzo is arrogant, but assassinating a target of Jin's caliber is not a simple task. It will require Danzo to deploy his absolute best operatives. By the time Root finally manages to kill Jin Uchiha... let us just say I highly doubt Danzo will have many soldiers left to threaten me with."
