"As for the interest rate, I'll need to first look at the amount of merits being requested and the Empire's available reserves. Then we can calculate the most favorable rate, one that allows us to break even while still generating a reasonable profit."
She paused before adding, "By my calculations, we should be able to make this work as long as we ensure that only those who genuinely need the loans receive them instead of simply handing them out to everyone."
