"I will make Mars the main planet, and I will leave Yggdrasil as a garden-world, the cradle of the Empire." Victor did not want to increase the planet's population even more. Yggdrasil held a special place in his heart because he had lived most of his mortal life there, and he wanted to preserve it as best he could.
In a way, it was somewhat symbolic too. With the 200,000 years of the imperial calendar approaching, a new step was necessary. His home planet would remain protected, transform into a beautiful garden-world without sentient beings, and become the jewel of the Empire.
Therefore, he would use Mars as a new place for people to gather, and with time, Yggdrasil would become completely empty.
Another reason was that he wanted to run an experiment, one which couldn't be done with Yggdrasil, or the poor thing would explode from the overload of information. So having a planet without a world tree was essential.
