Initially, those people clearly had a chance to leave. When they first arrived in Rock City and saw that the Evil Cultivation in the city was out of control, they even advised the people to leave first.
But what did these people do?
They refused and repeatedly said that since their Sect members were there, they had an obligation to protect them, so nothing would happen to them.
