The Heaven and Earth Laws are actually the operational rules of all things within a world.
Before one's cultivation breaks through to the Creation God Realm, no matter which world they enter, they can only accept and adhere to the Heaven and Earth Laws of that world.
No one can alter this, except for the creator of that world.
Furthermore, even a Creation God cannot easily change the Heaven and Earth Laws of an established world.
At most, they can only be either more or less bound by the Heaven and Earth Laws of this world.
And after a martial artist's cultivation breaks through to the Dao Realm, one of the main goals of cultivation is to comprehend as much as possible the Heaven and Earth Laws of their main world, in order to utilize the power of the Heaven and Earth Laws more effectively in battle.
It is merely utilization.
However, there is a type of treasure that can, to a certain extent, control the Heaven and Earth Laws of a particular world.
