The small Qing is the Qing of the Cyan Snake, of course... the Cyan Snake certainly won't say her Qing comes from her past admiration for Shi Qingjun, hence she gave herself the name Qing.
Anyway, the Sect Leader's Qing is indeed the Qing of the Cyan Snake.
