The various large player organizations, represented by the middle-aged man, originally had differing intentions. Their initial thought was to replace Xu Huo to gain some support. Considering the time Xu Huo spent staying in Zone 014, it's impossible for him to come back every month. When a player organization is established, someone has to do the work, and over time, they would get to call the shots.
Of course, whether Xu Huo is willing or not has its pros and cons for them. The downside is that forming alliances with other player organizations won't be easy; the upside is that they don't actually want another person above them anyway. The initial purpose of forming a player alliance was to compete with the Special Defense Department.
But Xu Huo's firm attitude was something they had not anticipated.
