But that is a power one can only obtain after becoming a Dao Fruit Powerhouse.
Yet no matter how strong this power is, it ultimately belongs to the Heavenly Dao.
It has nothing to do with oneself.
This is also the limitation of such power.
Whereas the scroll the White-Robed Scholar is using now, the rules that manifest are not borrowed from the Force of Heavenly Rules.
They are rules he is truly formulating himself.
The two may sound similar, but are worlds apart.
One borrows another's power, the other sets rules of one's own.
However, not just anyone is qualified to formulate rules.
One must be acknowledged by Heaven and Earth.
The acknowledgment of Heaven and Earth is the acknowledgment of the essence of the world, and has nothing to do with the Great Dao.
In this regard, even if the Great Dao favors the White-Robed Scholar, it is impossible to let him casually make rules.
