Generally speaking, Pet Beasts without a Beast Tamer Contract basically can't act on their own in Dragon Country on Blue Star, but there is one exception: Pet Beasts that once had a Beast Tamer Contract, but whose Beast Tamer has already died.
These Pet Beasts are split into several situations: some live on their own, some look for a new Beast Tamer to sign a Contract with, some get assigned work by the government, some stay with the family, and some choose to head for Secret Realms with lower danger levels.
Among the Pet Beasts that can stay with the family, most are higher-Level Pet Beasts. If a Pet Beast's Level reaches Emperor Level or above, it can even be worshipped by the whole clan, treated like a stabilizing pillar of the family.
That kind of Pet Beast has especially high status, and usually even has decision-making power in certain matters.
Of course, that's only within the family it belongs to.
