It was a requirement that could cast at least one spell for the sake of being able to assist with setting up formations and for the sake of survival, but it was not something that was absolutely needed.
If they are fast on their feet with good fitness, then it could help with assisting with scouting at times, but their limitations would still put them in danger, so they would not be exposed to such dangers unless it was absolutely required of them.
It was possible that they could be sent to scout an area with an escort that was believed to be safe, but it was helpful to be fast enough to run away should there be any unexpected dangers, so that they would not hold their escort back during such a time.
What mattered the most for Watchers was their ability to observe their surroundings to look out for any Spirits or Evil Spirits, but Balancers could do the very same thing.
