They may not have been a part of the Balancer Association, but they were still doing things that the Balancer Association would usually handle if it had any influence over the city.
If the branches of the Balancer Association were not close enough to a certain area, then they would be left to manage themselves, or others would be sent as representatives to oversee everything.
If there were issues in a certain area beyond their control, then they could send someone to check up on things.
If there were enough problems to be found, then they had the power to remove those in charge and to place someone who was loyal to them in that position to oversee such matters going forward.
In some ways, it was similar to how politicians and police had a certain degree of power and influence over the city they were a part of.
