It's really not that the Four Great Workshops are not giving their best, but rather they're giving so much that none of them accept the leadership of the others, leading to a situation similar to the saying "three monks have no water to drink".
Over the years, they have been openly and secretly competing against each other, solely aiming to gain that maximum dominance. But ultimately, none could overpower the others, until even the Round Table Knights couldn't stand it any longer, forcefully commanded them, yet they still couldn't determine a winner.
Moreover, this issue cannot be solved by simply issuing a command. After all, the construction of a Legendary Battleship is such a complex and colossal project that requires unity from all participants. Everyone must genuinely respect the leader from the bottom of their hearts, without any resentment, or else a slight mistake could render everyone else's hard efforts futile.
