The army was led by the Sword Proconsul himself. When he got the reports about how Serene was rapidly enriching itself from the many resources they got from the lands they conquered, the Sword Proconsul was the first to act. He marshaled his army and was ready to take action at any moment. Unfortunately, he was separated from Serene Metropolis by Jing Metropolis. Unfortunately, he was not powerful enough to take on two metropolises at the same time. If he were to cross into territory without getting permission first, there was a possibility of him having to fight on two fronts.
