That's the consensus of the people who are more perceptive than others. Of course, this doesn't mean that they knew what it was, but they could tell that it's far from simple.
They assumed this because of the sudden energy and activity that's happening all over the realm. It's like some people are in a rush—the kind where deadlines are approaching and the project is a life-changing one.
The sensation wasn't localized in a single area or sector domain; it's happening everywhere.
That said, even those who are in a rush basically have no clue why they're in a rush either. The real reason was kept from them. Instead, they were told false truths to pull their attention away from the real reason why there are sudden frantic movements all over the realm.
Obviously, this has something to do with the colonization efforts; the public just doesn't know about it yet.
