Of course Cedric was aware of the ongoing colonization. He had foreseen it happening, after all. Furthermore, he's the one who personally cleansed the filth in both of those chaos realms.
He's the reason why they could colonize those two chaos realms this soon in the first place, so it would be weird if he's unaware of what they're doing.
Cedric didn't receive an invitation to join the colonization teams, though. He knew that they were inviting people. Hell, they even sent some people for some of his citizens, especially the ones from the Makers Guild (most of these men left with them, by the way, of course, under his permission.)
As for inviting him, the Sector Lord, and involving him in the colonization efforts? No, none of them bothered to do that. His name might never even cross the minds of the Human Sovereigns.
