When a Lord used his Arc, it could only mean one thing - the battle had entered a serious phase.
Midgar didn't want to do this, not only because of his pride and confidence that he could easily defeat a K4-Phantom, but also because he didn't want to use the bulk of his power in front of the other Lords.
He didn't want even more monsters to know about his abilities and realize that by the end of the battle, he would be powerless. Sure, he understood that it was unlikely anyone would dare attack him, but he didn't want to increase the chances of that happening, even if they were extremely slim.

Adam simply left him no other choice.

The crimson drop fell from the corner of his mouth, shattering against the stone surface. If he hadn't summoned his Arc, Adam's final attack would have left at least nine wide gashes in him.
Each giant crystal blade was powerful enough to cut him in two and continue on its path.
