The only forces unable to coexist peacefully with Zhou Tian were naturally those that originally ruled the world at that time.
It's an obvious situation. Without Zhou Tian, although the world didn't belong to them, it was actually managed by them. Thus, no matter who would overthrow the rule of that Divine King, they would certainly not be treated as well as they were now.
So, unless the forces under that Divine King rebel at that time, based on the status and power of those forces at the time, unless there is a special situation, they may not be truly loyal to that Divine King, but in general, they definitely wouldn't sit by and let anyone annex that world. Whenever possible, they would eliminate all threats that might annex that world.
