Zhou Tian could perceive that the two sets of rules, originally from different worlds and with different attributes, were being forcibly fused together, yet this fusion was far from perfect. However, there was no other way; at that time, the World Consciousness did not allow Zhou Tian any leeway to mend it. After forcing the issue to that point, Zhou Tian had already done his utmost to handle everything.
Even though Zhou Tian couldn't achieve a perfect fusion of the two rules back then, the primary goal—of roughly merging the two rules together—was accomplished.
Zhou Tian never really intended to perfectly fuse the two rules. The true purpose of his actions was merely to give the Abyssal Rules he introduced an outer layer of the current World Rules. Clearly, by merging the two rules, Zhou Tian had achieved his goal.
