Carrick gritted his teeth, having a headache. Even he didn't know how to handle the situation. On the one hand, if he did nothing, the situation would become even more chaotic. On the other hand, everything he did would make the situation worse.
People would start trying to break into the base and enter the tower to find out the result. They couldn't change the tower, considering everything in the tower couldn't be changed.
If they destroyed the light, it would make things suspicious. They would definitely bring flashlights. Once they found out about it, they would say that the government was hiding it from them.
If they captured these people, the people would say the same thing. They expected the government to show it or open the tower to the public.
