Chapter 4 - Back in Black 2

Just by the brief review, I know this is more of a reincarnation, unlocking past-life memories scenario, but I feel completely connected to my 8 year old memories and the feelings attached to them. I start to reject the truly personal memories of ronan slowing down the synchronizing proses it doesn't work The more I'm focusing on Danny's memories my old memories seemed kind of distant. Danny's life has been lived holding emotional attachments would only hurt me but it's so hard to let go.

It's Like I'm losing some of the emotional attachment to my new memories of my old life, I realize that even though intellectually my mind felt more like 23-year-old Danny Stevens, emotionally I was more like Ronan, and they were slowly settling on a happy medium so it was like I was Danny from my past life, but if I/He reverted to a 12-year-old. The more I sort through Ronan's memories the weirder they get. I had recalled the over all structure of my family assets I had reviewed the child rearing proceedure of the black family but I barely looked at the too personal stuff glossing over family a little scared if I did I'd lose all of the part of me that was Danny. But I Slowly realize that's what is slowing down the integration and i ever so carefully give up the restraint.

Memories and emotions flood me. The memories came with Love, hatred, neutrality of politics, and my memories of my mother in this life, The most important person in the world to me. A powerful British Witch. I'm talking full-on broom potion-making, wand-waving witch.

She is also really rich. I am talking Batman rich. Speaking of Batman, from what I can see the DC Universe is in full swing here. I'm definitely in some kind of weird mix of Harry Potter, Avengers, and Smallville. My mother is part of a group called Veritas. Once a year, she would take me to a meeting of the Veritas council.

Veritas was different from the show, where the group was supposed to be a few of the extreme elite. Pretty much anyone who had global significance could become a member of the Veritas Council. It had many different factions and alliances, but there were four main factions. The Light faction, the Dark Faction, the Muggle Faction, and the Sorcerer faction. Though I definitely wouldn't let my mother hear me say it, the factions were pretty equal in power, money, and influence. My mother was the current leader of the Dark faction after the fall of Voldemort.

We would often spend time with some familiar names to my new memories of the original show, Teague's, Queen's, Luthor's, but the Veritas Council was much larger than it was in the show, with a lot of other powerful members, a few more from the DC universe, The Waynes, high level Members of the Court of Owls, A.R.G.U.S. Directors. Some from the Marvel universe like the Starks, Kingpin, The Hand, world council leaders(S.H.E.I.L.D./Hydra), Wakanda, etc.

The sacred 28 were indicative of the 28 families that had several of its members to become veirtas council members, unlike the wizengamot, the seats were not inheritable, though only 5 or so had been able to keep their seats. Magical families like The le Fay's, The Black's, The Potters, and The Greengrasses. Outside of the 28 families in Britain, there were about 112 other great magical families worldwide that had produced a member of the Veritas Council. Only About 40 of those families produced more than one member.

You would think those families would look down on Muggles, but another change from my memories, the harry potter world was less xenophobic, while the pure-blood agenda was a very real thing, wealth and influence could raise a non magical person to a status not to the level they were seen as equals but magicals were more realistic of the threat that Muggles presented especially since a natural fear of the sorceror faction with the sorcerors and chi users but they were only somewhat well known among the elite wizards families that had a veritas council member at one point or another the common wizard believed muggles were mostly powerless.

A thousand year ago, when the varitas council was truly defined there were only 12 members:

Dark Faction: Rowena Ravenclaw, Morgana le Fay, and Salazar Slytherin

Light Faction: Godric Gryffindor, Merlin Ambrosius, and Helga Hufflepuff

Muggle Faction: Arthur Pendragon, The Black Panther and Vandal Savage

Sorcerer Faction: Kun Lun's Iron fist, The Mandarin, the Ancient One Yao

Merlin Ambrosius was the first and only leader of the Veritas Council. He was a ridiculously powerful individual whom they all respected, but he was even more mysterious than the sorcerers' faction. They controlled the growth of the world for a time behind the scenes, but the council's main purpose was protecting the world from extraterrestrial threats.

They forged many alliances and treaties with several alien races, the Asgardians for one made a binding non interference treaty, a very shaky non-aggression pact with the Kree after an incident with the Inhumans, similar to the treaty with the asgardians the kryptonians and martians signed one but to them it was for merlin as he had taken disciples from both races,the amazons and atlantians were known by the veritas council but refused to join not wanting to be bound to its rules but signed a non interference treaty to reactive the teachings of merlin and even though the council was strong most of the strong races started to treat the treaty as a guideline rather then actual rules because after merlin left there were few who could enforce the treaties and sooner or later, one by one they all the other original council members who could enforce the treaty died or disappeared.

Except for the sorcerer faction that never seemed to change,but they mostly dealt with extra-dimensional threats not interested in extraterrestrial and Vandal Savage.

Merlin left for the stars one day, vowing to return one day, but before he left, he left the heads of the different he left two objects for the Veritas Council:

The first, A Magical Grimoire had two functions:

One of which was to update with those qualified to be in the Veritas Council, sending out an invitation and instructions on how to reach the council. Acceptance of the invitation would bind the individual to a vow of secrecy.

The second function was a voting function that would set certain agreed-upon rules into place that could affect the entire world. Faction heads and sub-faction leaders could put forth laws and rules that would govern the world; majority votes win, though, the way the book worked, the power of the binding law would only work at the level of the majority that put the law into place. 

 For Example, if someone put into place a law that everyone had to wear purple shirts if the law barely passed, there would be a weak impulse to everyone all over the world to wear a purple shirt today, a lot of people would just decide after a minute that they didn't like the color purple but if the vote was unanimous the binding vow would snap into place as thourghly as realty bending every single shirt in the world would instantly turn purple.

Now I know what you're thinking, That's way too op, but there were limitations, the first being the book charged on ambient mana, so for big laws it took as long up to fifty years to charge, small changes could be done every year without affecting the charge The second limitation was that since there were so many diverse groups in the council getting them to agree on anything was nearly impossible and if they couldn''t reach a majority the charge would just reset, The were only 8 big votes in history that had passed 3 fell defunct the majority not high enough majority for the rule to continuously affect the world but 5 enough to sustain themselves but only 2 of which were known to us heirs the other 3 laws shrouded in mystery the 2 laws had a high enough approval rate one with a 82% approval rate and the other 76% approval rate well above the bottom line that were marked continuously affecting the world but even then both laws had been renewed twice in the last 400 years extending their effectiveness.

The First law, with a 76% rate, was agreed on when the church's influence was at its highest. It was quite simple: The Light is good, the Darkness is evil.

The way the Grimoire had enacted the law was quite interesting. There was a buff-debuff effect, making light magic users stronger, dark magic users weaker, but there was also a mental aspect; light magic users were inclined to use their powers selflessly, while dark magic users were more prone to corruption. It affected the sorcerer faction similarly, driving a heavier wedge between The Hand and Kun Lun, even the dark magic Homi magi users.

The Second law, with a 82% rate, Had a bit more of a backstory it was agreed as a reaction to the First law as at first the law was seen as a good thing the light was wiping out the dark in droves but it soon became apparent that the light would soon turn it's head on the sorcerers faction and muggle faction as soon as the dark was defeated 'to completely exstinguish corruption' even though the light's faction's intention's were nobel the only difference between the light and dark factions winning was who would be ruling the world s ooner or later they would wipe out the other factions and that gave the dark enough clout to propose their own law: "Those with the Means Thrive" 

This may seem simple, but the effect the law had on the world was pretty intense. Basically, it bent fate those with talent, power, influence, and/or wealth found it easier to keep those things and while the debuff for dark magic was still active, it was simultaneously being boosted because unlike light magic, it was talent-based if you had weak talent for light magic as long as you stayed away from dark magic through hard work you could still achieve resonable skill in light magic but if you were untalented with dark magic it would just corrupt your soul drive you mad and kill you. Plus, the fact that Law positively affects all the other factions, maintaining a level of support that surpassed the first law.

The second was Myrrdin Castle, the huge, magical Castle that hosted the Veritas council every year, to which anyone who was a part of the council would instantly be teleported to if they thought about the hall while walking through a doorway. The castle was equipped with accommodating rooms for the council members during the three-day council sessions; each day had a different signature event. The first was the Opening ball, which involved wining and dining, trying to curry favor for your own political aspirations, and showing off your opulent wealth to others; the second was the opening Council meeting, usually for proposing laws, maybe a vote on changes in subfaction leaders, another day to try to gather political support. The last day was for the most important issues, confirming the faction head leadership and voting on any changes to the law's bound to Merlin's Grimiore.

The council had around 500 members at any given time, though there were only four council heads who votes counted for about 40 votes a piece, The council members would get to vote on their subfaction leaders also called Artego's; the Artego's vote would count as 20 votes and there were about 10 Artego's per faction except for the muggle faction since merlin knew the populace of the muggle faction was largest masses they had a whopping 30 Artego's, so the muggle faction held 640 votes themselves, the light faction 240, the dark faction 240, the sorcerer faction 240. and around 400 votes for regular council members. Majority rules for voting on everything.

After Arthur Pendragon died, Vandal savage saw his chance to take over he incited the church to nearly destroy the other factions. Starting the witch hunts, The Sorcerers withdrew and were barely affected by the witch hunts. The Church and several other alliance groups from the light magic and even small groups from the sorceror faction mostly those from kun lun which would later become the Hand almost killed all Magicals, the dark and light magic leaders cane together and created hogwarts as a safe haven for magicals not able to do much against the muggle factions numbers but after a few years tge political climate shufted, some of the church members changed their mind believing the genocide unjust, some believing that Magicals had a gift from god and took in certain families and children, and the families soon flourished, making their own Governments with the help of the church and the monarchies right after the dark ages. They steadily amassed support acting as court mages for the wealthy and influential.

Merlin finally came back. He saw what had happened after his friend's death and he flew into a rage, killing many of Vandal Savages supporters. Once, he was a man who ruled the masses, but after he was greatly weaked though Merlin was unable to kill Savage, he ultimately chose to trap him for several hundred years.

After He helped the mages form their own Governments and named it the ministry of magic but then he realized if he stayed on earth he would go to far he arrogance had been growing steadily the temptation to assume total control of the world was blinding to no longer be guiding the world, he would be controlling so he made a binding vow to never interfere with the world and

The Ministry of Magic had many problems starting out because the mages of the time were mostly Court mages and, as such, heavily influenced by the church out of respect and fear; most mages aligned with the light faction trying to eradicate the dark, and in a way, they succeeded; the dark was completely suppressed.

The leaders of the dark faction the dark wizards were mostly dead forcing most of the monster sub factions of the dark factions into hiding, though the truly strong ones would still pop their heads out once a year at the veritas council though that was only for the Parts of the dark faction that had some semblance of immortality as they could afford to be brazen like Vampires, High dragonic's, lord's of chaos and Demon's. The others, like werewolves, Giants, and goblins, had to make alliances with the newly formed magical governments or get wiped out. 

The British Wizard Council, which would later become the Wizengamot, established hereditary council seats that had limited powers of nobility. That was made for families who, at the time, had seats on the Veritas Council to show they had control of the government.

Though there were a few of members who were somewhat dark on the newly made wizards council most of the really dark wizards died The magical standards of the time of the first council was very different today in comparison Godric Gryffindor would of been deemed dark magic today and because of that fact traditional families creeped more and more into the dark faction even though they were initially more neutral. So the longer the council existed, the more "Dark Wizards' were part of the council.

The Veritas council changed along with the world's political climate, but after the first few years of the first magical government, other governments followed suit, forming their own magical governments and schools. But most of the magicals similarly introduced specific family lines to control the various magical governments. That was when the ICW was formed where certain representatives made the big decisions of the wizarding world 85% of all wizards were light and neutral wizards, They all supported the ICW The remaining 15% were Dark wizards that didn't die in the crusades they mostly kept their heads down dealing in the dark put on a smiling face and kept most of their actions in dark corners a great example would be my family line descendants of Morgana le fay who changed their last names to black.

The biggest difference between the seats of any specific wizard council or even council seats for the ICW that represents wizards as a whole was that the Veritas Council could be bargained, bought, or even stolen among the factions.

If you were among the Veritas Council, you were the elite of the elite, regardless of whether you were muggle, magical, demon, alien, or spy.

There were so many underlying alliances and Artego's, like the Death Eaters were an Artego of the dark faction, so were most intelligent 'Monster' factions, the leaders of the vampires, werewolves, goblins, giants, and demons all had independent Artego's. 

The Dark faction, though disliked by most of the members of the other factions because of the law, had hard connections with each of the other three factions; they controlled big blocks of the other seats through deals.

You would think that the Muggle faction would be the strongest seing how they had more they had nearly as many vote as all three other factions but because the Muggle faction was so splintered they were usually swayed between the dark and light faction on most issues which is also a reason why wizards started to look down on muggles as time went on while the faction head leaders for all four factions the other three factions stayed consistent in their goals but the muggles faction was temperamental to the ever shifting political climate.

Of the current 30 Artegos each worth 10 votes, 4 were controlled by American government, 3 for Russia, 3 controlled by the church, 3 for Asia, 2 for South america, 5 by other nations that technically had their own separate factions but we're so closely tied together so they could oppose other national interest groups built of smaller nation's uniting to stand against the global super power nations artegos of America and Russian but in many situation's they were tied together with the global super powers so they knew there were some lines they couldn't cross especially since they need to have some semblance of unity against the othe factions.

The current Head of the Muggle Faction was the President, but he was not very well respected. He owed debts to at least half a dozen Artegos of the dark faction, a bunch of promises to the Light faction, at least two deals with separate demonic entities, and was rumored to be in the pocket of Vandal Savage.

Altogether, the regular non-magical unpowered government offices around the world usually had the voting power between 330-370 votes of the 640 in the Muggle faction. 180-220 voting power was controlled by the secret agencies and various criminal organizations Shield, Hydra, Court of Owls, kingpin organization, ms13, High Table, etc. Though Vandal savage's reach had waned over the years as the church's control waned, he still maintained control, of at least 50 votes, maybe 90 if the president was truly under his control.

After his trickery trying to destroy Veritas didn't succeed, he decided that he might gain control within the group rather than destroy it. Though he was never able to establish a stable foothold because of the old grudges of the magical families, I had met him once, and he really did live up to his name, less man more a wolf in sheep's clothing.

The Light Faction had the fewest sub-factions of the four, the biggest sub-faction leaders were ICW members and a few well-known experts, like the Flamel family and the recently risen Scamander Family. Albus Dumbledore was the leader of the light faction, but they were usually very indecisive. They second largest were the Homi Magi and the smallest but definetely the most powerful of the gro lord of order faction who could contend with sorcerers on their worst day, but even though there were very few subfactions the icw had many governmental interest groups that represented the various icw factions, The homo magi were even more splintered then the icw and the lords of order found the whole ordeal usually just trusting their voting blocks to those they trusted. Which was also why Dumbledore had such a stranglehold on the light faction for so many years.

The Sorcerer faction was the most mysterious of the four factions. Their sub faction's included a big portion of the eastern magicals, the martial arts users of Kun Lun, The Hand, The Inhumans, The League of Assassins, and the Ten Rings. Even though on the strength level was the most impressive, they were less interested in ruling and more about protecting the world, though most sub-factions seemed sketchy about their definition of protection.

The ten rings seemed satisfied with their control of Asia, the sorcerers in their sanctuaries, Kun Lun and Ta Lo hidden in their mystical lands, the Inhumans in their oasis and on the moon, only really the Hand and factions of the League of Assassins pursued world domination. The ancient one was the nominal leader of the sorcerer Faction. Though she usually had her master's act in her stead in recent years, it had been kaecilious.

All members of the Veritas council were chosen for their global impact, but later they realized the criteria were different for members by factions.

For the dark, it was about power, and if you had power the dark respected you.

For the light, they mostly wanted magicals who rejected the dark side and use power for the good of others.

For the Muggles, wealth, Political power, and influence. 

But the sorcerers, there was a lot of thought on how and why they were chosen. Merlin's book had designated these groups, even though they were powerful, many of their groups didn't want to interact with the world, choosing to hide in their private paradises. It was hard to say that they even met the requirements of global influence. especially since the amazon's and atlantis lived in such similar circumstance why were they not forced the council by merlin to join, most members of the veritas members believed it was because the leaders of these organizations were immortal or at the very least gifted with extremely long lives, since they were long lived even slowly amassing influence they would surely rise in time but many others believed it was because many of subfaction heads also had the ability to share their gifts with the common folk through chi and magic, which led to the least turnover of the four factions but because of the low turnover rate it was difficult to see the reasons no one could guess why certain groups of this faction were invited to the veritas council at all
