Ash managed to control the fire's speed with three Pokémon, but it only took Lugia a few flaps to put out the mountain fire with just a maybe a light drizzle, relieving the crisis in Fula City.
Just as the two Lugia were flying over the substation, little Lugia suddenly sensed something and suddenly swooped down, hitting Ash hard with his whole body and rubbing against him.
"You… you are Silver!" Ash was stunned for a moment, then looked at Lugia who landed in the sky, "And you are… the True Guardian of the Sea Lugia!"
