A small number of those with high levels of cultivation and significant contributions can even move their entire clans into Qingming.
Here, Wei Yuan uses the term "a small number" instead of "a few." In official documents of Qingming, wording is strictly defined for subsequent compliance and to prevent anyone from acting contrary to the directives. Here, "a small number" refers to an area between ten and twenty percent.
Previously, the "Outstanding Cultivators" plan was focused on recruiting high cultivators, while this outline is mainly aimed at ordinary Dao Foundation practitioners, Body Refining Practitioners, and even Mortals.
