They did it in the east arena tunnel because neither of them was willing to carry it home and do it later. Luna kept the relay open at Yenna's instruction, since a thing agreed on a record cannot be remembered differently by anybody afterward.
"First," Yenna said, sitting down on the bench, "I want to be clear about what I am not doing here, because you will hold me to it later and you should."
"Say it," Jia answered.
"I am not granting you anything," she said, "because I do not hold him, I cannot lend him out, and any version of this where I give permission is a version where I have claimed something I do not have."
Jia sat down at the far end of the same bench rather than opposite her. It put them side by side facing a tunnel wall, which is a better arrangement for a difficult conversation than any table ever built.
"Agreed," she said, "and I want that on the record as much as you do, since I am not going to spend two years being somebody's guest."
