That is a habit she developed during a Cup bracket and it has never once failed her. A regulation is an argument reasonable people can differ about, while a countersignature tells you who wanted the document to exist.
The countersignature on that order carries a department number rather than a name. It is the same department number a man called Peyre gave across a table at the Verrand House eleven days earlier, in front of a woman who did not like him.
"They are not examining him," she said, "they are collecting him."
