It was perfectly normal for the FBI to be watching Lance. The newly appointed Director had very grand plans, and the first batch of core agents he recruited were all capable and ambitious people.
He would not use simple superior–subordinate relationships to control these people.
Superior–subordinate relationships, all that talk of obedience or disobedience, only works on mediocre people.
If someone has finally managed to land a decent job, you can use "I'll fire you" as a threat to force him to accept your decisions and obey your orders and commands.
But for outstanding people with sharp minds, strong execution, and independent thinking, threatening them with "I'll fire you" is as ridiculous as a joke!
