City Secretaries and City Secretaries are not the same.
For instance, Lingjiang is just a rather ordinary prefecture-level city, and its City Secretary is simply at the provincial level.
Jiangzhou is different. Jiangzhou is a vice provincial level city, and normally the City Secretary is at the vice ministerial level, and must join the Provincial Committee.
Once in the Provincial Committee, there's a clear distance from the heads of ordinary prefecture-level cities.
As long as one doesn't make any mistakes and maintains good relationships with colleagues, even at worst, one can become a Deputy Governor.
The normal progression is a direct promotion to Governor, or even Deputy Secretary of the Provincial Committee.
But Zhou Zheng is merely a City Secretary and hasn't joined the Provincial Committee.
This is abnormal, very abnormal.
This means his position as City Secretary is merely temporary and could be replaced at any time.
