"Yooo!"
Akane said as he entered the dream space and pulled Kaguya along with him. After leaving the slums, he had arrived in the rich part of the capital without any worries, entered one of the inns after using a Genjutsu since he didn't have money on him.
"Welcome back," Kaguya said as she opened her eyes and looked at her light. Everything around her faded, and only Akane, who was smiling brightly, was in her eyes.
They hugged each other and remained in each other's embrace for quite a while. After that, the duo separated and sat on the swing that appeared behind them. The surroundings transformed into a serene and peaceful garden, with a cherry blossom tree above them.
Sitting on the swing while holding hands, Akane looked around and moved the swing lightly, while Kaguya looked at him and let him do whatever he wanted.
"Are you done with your work now?" Kaguya asked as she thought of the conversation she had with Akane about the mission, and saw Akane nodding with her.
"More or less,"
Kaguya didn't reply or ask anything. She waited for him to continue.
"I am at the capital of the Land of Fire and resting there. Tsuna has gone to complete the remaining mission, which shouldn't take much time. After that, we will stay for a while and then return to the village."
Kaguya nodded as she heard the words. Though it didn't really matter much for her since she was always coming into dream space in the blink of an eye, as she spent almost all of her time sleeping inside the seal.
"The mission is successful, though it wasn't an easy one. Zetsu helped me a lot, and he asked for a meeting with you."
Kaguya again nodded in response. With Zetsu's help, she had been keeping an eye on the outside world and had gotten to know more about the villages so that when she would be unsealed, she wouldn't come out as a clueless being.
"When I am done with the mission and back at Konoha. I am thinking of taking a break and completing the technique I have in mind. Also, there is another plan about which I have some things to ask."
"What is it?"
When Kaguya heard that Akane had something he wanted to know from her, she spoke as soon as his words ended, and Akane could feel excitement in her voice.
"You can control the amount of chakra you absorb from people. I mean, you can control the Ten-Tails, right?"
"Yeah, I can." Kaguya nodded at Akane's words, and she wondered what plan he had in mind.
"Then, what if people remained fit and I created something like a bracelet-type seal that would absorb the unused chakra from the body without harming it? Chakra can regenerate to a certain extent before the absorption starts to harm the body, right?"
At his question, Kaguya thought for a moment. She had noticed how the bodies of people living on the planet had changed. After comparing with people before and the current situation, she nodded at him.
"Yeah, and this is basic in the scrolls you have," Kaguya spoke as she remembered reading something similar and saw Akane grinning in response.
"Then, how much would this thing help you? Instead of just using a set of people to get more chakra, what if you got chakra from most of the people in the world but in limited quantities, every day?"
Kaguya started to ponder on Akane's words. Instead of letting her think, Akane continued, "Not only people but normal ninjas too. They would work for five days a week, and in the last two days, the chakra in their body would be absorbed. In return, they can rest for two days a week."
"Not regularly, as it wouldn't be possible, but something like this for Ninjas."
Kaguya stared at Akane as she heard his absurd ideas. No, it would be wrong to call it absurd since it could be implemented, but she knew the extent of the plan was quite high, and it would require lots of preparation and consideration for such a plan.
"What do you have in mind?"
Instead of saying that he doesn't have to think so much about her, or something that negative, Kaguya asked what Akane had in mind. After all, even if he decided to do the most absurd thing in the world, she would support him. Though the terms and conditions were that he wouldn't do anything to harm himself.
"Everyone has chakra in this world, but most people can't use it. We will take advantage of it and absorb the amount of chakra that wouldn't harm them daily."
"But how would you do? You won't be able to control the husk of ten tails even with Zetsu's help?"
"I won't be able to control, but what about white Zetsu? They can absorb chakra from humans, right?"
Kaguya nodded at Akane's words, and she understood what Akane meant. The White Zetsus would absorb chakra from people and then send the absorbed chakra to the demonic state of the Outer Path, storing it there.
"But that husk shouldn't have a will of its own right now. What if it develops a new one?" Kaguya spoke with her brows furrowed. Right now, she didn't have any connection with the husk of Ten-Tails, and when Akane heard her words, he started to think of something he hadn't considered.
"That shouldn't be possible, but chakra is mysterious, and anything could happen. Besides, Black Zetsu should have some control over him as he is somewhat under your will, right?"
"Yeah, Zetsu would be able to control it to an extent. Hmm, I think your idea can work. But you would better test it at a small scale before continuing." Kaguya spoke after thinking of the white zetsus. Based on what she could remember, the plan could work well, and she hadn't even thought of the situation where people would reject letting their chakra get absorbed.
That was something she knew Akane would be able to deal with easily, and she saw Akane grinning in response.
"Then, it is decided. I will start the plan I had been postponing about the capital of the Land of Fire, and then continue to other places."
"What plan?" Kaguya asked Akane as she heard him. The smile on her face showed how happy she was feeling about Akane's thoughts. She also had a feeling that something good would come out of this plan.
"I was thinking of taking control of the Daimyo of the Land of Fire since Zetsus are hard to detect and use their powers to develop the city. If someone resists, Zetsu can take care of it, but the main problem is that I need someone capable of doing it."
"Daimyos and higher-ups are lazy in my opinion. Even if Zetsu take control of their bodies, the original thinking, problem-solving skills, and other skills required would be difficult for them. Letting Zetsu have independent thoughts isn't a good option since they lean towards instinct more."
"Also, having capable people would decrease the load, and Zetsus can work as security and hide information."
"They would be in charge of developing the area. I am sure that Hiruzen and others would find the change suspicious, but they won't have any way to track the person since Zetsus can't be traced or tracked, they can communicate long distance without any worries and are good at hiding people too."
"As for money, I have a few more ideas in mind. With Zetsu taking control over the higher-ups, all of their illegal money, properties and resources would be ours to use."
Kaguya looked at Akane, whose plans felt evil and selfish, but she knew that many people would benefit from his ideas. As for Daimyos and others whose bodies will be controlled, Kaguya didn't care about them.
In the end, what she cared most about was her people and their happiness. Even though many people were sacrificed to make White Zetsus, Kaguya felt that it wasn't bad since they could now be used by Akane. Also, most of them were people who opposed her, and a few were sacrifices chosen to be sent by the majority of groups.
"Now that you are done planning for the future, it is time for you to rest," Kaguya said as she was done thinking about the plan, and she had decided to order Black Zetsu to look for people who would fulfil Akane's requirements.
