It was an interesting first iteration, since instead of actually doing anything, all it did was act as a placeholder. It was almost like that was his entire intention, but seeing the emotions in the text, Rael knew that Uriel wasn't satisfied.
And so, the first iteration sparked the chain of several thousand systems being made per day. Some were buggy, to the point that when he tried to install them into the minds of several beings, those beings exploded and died on sight.
Just like that, in the span of under a month, Uriel was responsible for the deaths of trillions. And yet, he didn't let that weigh on his conscience, since his greater goals were far more important than the short-term sacrifices.
He was obviously on the right track, as within just a few thousand years, he managed to perfect the system. A system where one needed to level up and gain power, instead of having everything granted at birth.
