Even if they win the bet in the end, what can they gain?
Let's not forget that besides England, France, and Germany, the others are merely here to make up the numbers. Even if Horizon Corporation is defeated in the end, these three will take the lion's share, so what's the point?
The only one who could possibly help is Ort, but his nuclear bomb on the Valmy has already been used in the previous war.
Without being pushed to a dead end like Morrison, they absolutely don't have the resolve to make an all-or-nothing bet. As long as there's even a bit of retreat available, they will cling to that "what if" mentality.
