Dr. Meng believed he could not be wrong about judging people, but based on his interactions with Eva Nightingale, he seemed to realize that she did not have any memories from before. Perhaps she really wasn't who they thought, or maybe there was something wrong with her brain and she lost her memory.
But can there really be such a coincidence in the world? The President lost his memory, and now she has too?

However, I recall that the Eva Nightingale who used to be around the Crown Prince seemed to have some connection to Eastern Europe..."
So, they must be the same person!
