You can't really go from Weak Divine Power to Weak Divine Power tier step by step; that way you'd never have a chance to compete with others. Duncan has to jump straight in one go, at least start from Medium Divine Power, only then can he gain a foothold. And if he wants to skip ranks, he can only rely on those extremely powerful Divine Positions for support.
Right now in this whole realm, there aren't many Divine Positions that can provide that kind of boost—Nature, Life, Death, Knowledge, Magic, War, etc.—all of them are the hardest Divine Domains to obtain.
Duncan doesn't need to consider the War Divine Position in this realm.
Because the current War God is very strong.
The seat above isn't vacant; no matter what you do there's no way. The more you wage war, the stronger the War God becomes, and he might even reward you with the status of a Divine Favored.
