Cloning technology, in many civilizations, is actually legal.
This is generally divided into two types—
The first type of civilization treats clones as cannon fodder, sending them into dangerous jobs like earth core excavation, suicide missions in warships, cleaning up clone legions, human research, and so on.
The second type of civilization actively modifies the clone's genes in the cloning process. This way, clones will become significantly different from the original host and can actively integrate into human society after acquiring sufficient knowledge from public institutions.
The former is more efficient, with mass-produced clones becoming an important force on the battlefield; however, if not handled properly, leading to a "clone rebellion" storyline, then they have only themselves to blame.
The latter is not about overlord soldiers but a method of population increase, as carbon-based civilizations need a large population to occupy planets.
