In the territory of the Skepa noble family, there were only three orginisation who were capable of accomplishing something like this. They were "Sparrow's Nest", "SoLaur Society" and "Changer".
Among these three, Sparrow's Nest had a good relationship with the Skepa family and according to some hidden information that Weiss had managed to her her hands on, the leader of this orginisation was a good friend of the Marquis here.
There had also been no news or information that this relationship had soured for any reason. So it was highly unlikely that the long time ally of the Skepa family would suddenly become enemies with them when the Skepa family was doing better than ever.
