And even without Aokiji, the Navy still had the capital to look down on all others.

Tsunade looked at the busty Mizukage, teasing, "Just supporting my pick—is that a crime now?"

"Fine then."

Mei Terumi gritted her teeth in frustration, but she couldn't stop them.
