Lower City T District, once akin to the Steel Forest Area, used to be the city center of the old city. However, frequent wars in earlier years led to it being bombarded by dozens of dirty bombs, which destroyed its infrastructure and environment, thus stripping it of its value for continued habitation.
Even though the radiation gradually dissipated later, and the land became arable again, the Nest City Council ultimately abandoned the transformation of T District due to the high cost of reconstruction. They simply cleared a patch of land amid the existing ruins to build the Starlight Welfare Institute.
As for other regions, the council was too lazy to bother, resulting in the ruins and abandoned factories turning into gathering places for underground gangs.
However, to be fair, the Starlight Welfare Institute was indeed a masterpiece of the council.
