Chapter 404 - Jiraiya's Contradictory Behaviour

Kazuki would not specifically target Jiraiya, but it was impossible for Jiraiya to gain benefits from Konoha.

Later, Jiraiya voluntarily applied to leave the village to carry out intelligence-gathering missions. Kazuki did not refuse or forcefully demand that Jiraiya truly follow them.

As the Hokage's disciple and a high-level combatant of Konoha, Jiraiya actually became a deserter during wartime.
