Chapter 408 - Sakumo's Mistake

Forcing ninjas to completely stop fighting is impossible. This is especially true when facing external pressure. This is, after all, a world where the strong prey on the weak. It's impossible to keep ninjas off the battlefield and from going on missions.

However, allowing ninjas enough time to grow and not fight when they are young has always been Hashirama's pursuit. When Konoha was first established, Hashirama didn't truly want the Ninja World to achieve complete peace.

More than anything, he wanted to provide children with an excellent haven and an environment where they could grow. This was also the original intention of Hashirama and Madara when they had established Konoha together.

"Isn't that a bit too rushed?" Hiruzen frowned.

"If we suddenly implement nine-year compulsory education, it will affect Konoha's future development, as the number of talents within the Land of Fire is still somewhat insufficient. What's more, we will later make moves against the surrounding small countries and the Land of Wind. If we implement a nine-year education system, this period will extend expansion by at least one-half."

Tobirama also somewhat disagreed with Kazuki's idea. "It's certainly impossible to learn enough knowledge within the Ninja Academy. Konoha implements a system where veterans lead new recruits. Excellent students can be led and taught by Jonin, while average students are led by Chunin on missions. This is actually to teach practical knowledge through actual combat. But if we extend it, it's hard to guarantee that it won't affect other things."

Kazuki raised an eyebrow and asked, "What if we divide it into a combat-focused track and a management-focused track?"

"One specializes in management and learning knowledge, while the other focuses on combat. Of course, some basic knowledge, like the Three Basic Techniques, must be learned by both the combat-focused and management-focused tracks. And some basic knowledge also needs to be learned. The key still depends on talent. This can also give an opportunity to students whose combat talent is not outstanding, but who excel in theoretical knowledge and have good minds."

"Specifically training management personnel?" Tobirama nodded thoughtfully.

On this point, Tobirama didn't doubt it much. As for whether this would make people only study management and politics, and not combat, that's impossible. This world is still ultimately about strength. If you have enough strength, promotion will be much easier.

No one would truly believe that as long as their management ability is sufficient, they can then command ninjas to serve them and make the strong work for them, right?

Anyway, Tobirama doesn't think so.

Kazuki had just eliminated the Daimyo and nobles, so how could he allow ninjas to do that?

"Hmm, that's about right."

Kazuki had wanted to separate military and political power, but after thinking it over carefully, he chose to give up. After all, this is the Ninja World. The strong should receive better treatment, otherwise, what's the point of everyone getting stronger?

Madara was not good at governing the village. He couldn't even manage the Uchiha clan. But if there wasn't Hashirama who could subtly suppress him, then he would have been the only choice for Hokage.

After all, his strength was too great compared to others. When a person has the power to oppose a village, or even the entire world, all conspiracies and schemes become fleeting clouds.

In the Ninja World, the so-called separation of military and political power is completely unnecessary. After all, the original Konoha was essentially a military organization.

Kazuki eliminated the Daimyo and others, finally achieving the unification of military and political power. Why would he then go back to separating them?

"It's not impossible, but implementing it might be a bit troublesome. This matter needs to be perfected before it can be implemented." Tobirama stroked his chin.

"However, we could establish a school specifically for training talents in a particular area. Hmm, even those who cannot extract Chakra can enter and study. We can assign some less important positions to them."

Kazuki glanced at Tobirama thoughtfully. At first, he wanted to ask if this would lead ninjas to overthink, believing that civilians were trying to steal their jobs. But very quickly, he was relieved. The number of talents trained would certainly be limited. Only a few geniuses among civilians would have the opportunity to enter and study.

Moreover, Konoha will never lack opportunities. Not only are there many opportunities in the small countries, but don't forget, there's also the Land of Wind. Sunagakure and the Land of Wind are currently in chaos.

According to Kazuki's investigation, the losses suffered by Sunagakure during the Third Great Ninja War were no less than the losses during the Second Great Ninja War.

If Konoha were to go to war with Sunagakure, Sunagakure might put up a certain degree of resistance.

Of course, Kazuki felt that if Konoha could offer benefits to Sunagakure and the Land of Wind, they would not refuse to integrate into Konoha.

If, under such circumstances, they refused to integrate and wanted to resist, then Kazuki would not let them off the hook.

You're taking advantage of my kindness, perhaps you're reluctant to lose your power?

Fine, since you love power so much, then I'll send you to meet the Sage of Six Paths. You can serve as nourishment for the Ninja World.

"Understood."

Kazuki then turned his gaze to Hashirama. "Then, First Hokage, I'll trouble you to construct the Ninja Academy outside the village."

"Leave this matter to me." Hashirama agreed without hesitation.

This scene made everyone's eyelids twitch. One must know that once upon a time, Hashirama's Wood Release was known as the Wood Release that brought peace to a chaotic world. But now Kazuki was asking Hashirama to build houses. This was Wood Release!

However, Hashirama happily went to carry it out, clearly enjoying it.

Could it be that this is the correct way to use Wood Release?

"Oh, and the textbooks also need to be revised. I'll trouble Third Hokage, Elder Koharu, and Second Hokage to plan the new textbooks together." Following this, Kazuki continued.

"Leave it to us, Fourth Hokage." Tobirama did not refuse upon hearing this.

As long as it was for the good of Konoha, Tobirama would not refuse, even if the other party was a naturally evil Uchiha who left him helpless.

Moreover, it was indeed necessary to increase the burden on the children. The Three Basic Techniques was clearly not enough.

To graduate from the Ninja Academy, one should at least master a C-rank Ninjutsu, right?

"By the way, Sakumo, what happened a few days ago?" Kazuki then looked at Sakumo, who was standing beside him.

Ever since he became Hokage, Sakumo had been diligent as the Anbu Commander, and Kakashi was Kazuki's disciple, so Sakumo was considered Kazuki's confidant. But some time ago, something happened to Sakumo.

Kazuki decided to thoroughly question Sakumo at the meeting.

"Hokage-sama, I have disappointed you." Sakumo looked at Kazuki with an apologetic expression.

"The village's spy information was stolen?" Kazuki narrowed his eyes, looking at Sakumo with a hint of displeasure.

How could the spy information of the Ninja World's largest village be stolen from the Anbu Headquarters?

If this matter were to get out, people would probably laugh him to death.

"Yes." Sakumo said bitterly.

"This is my responsibility. At that time, some Anbu members were attacked due to their negligence and laxity. To save them, those spies escaped."

Kazuki snorted coldly upon hearing this. If there were no surprises, this matter was probably related to the Sakumo incident. Sakumo committed suicide because he caused huge losses to Konoha, couldn't bear the accusations, and for other political reasons.

Initially, Kazuki thought that Sakumo was upholding the Will of Fire, and feeling disappointed with Hiruzen, Danzo, and even Konoha, he chose to commit seppuku to prove that his Will of Fire was not wrong. But now it seems the problem is not an ordinary one.

The problem Sakumo caused this time was quite significant. To save some Anbu members who were derelict, or at least attacked due to negligence and laxity, he disregarded the safety of Konoha's spies in other villages.

Anbu's lives are lives, but are the spies' lives not lives?

This was a huge loss for Konoha.

Sakumo protected those Anbu members but failed to protect the lives of those spies.

Thinking of this, Kazuki silently sighed. In the end, Sakumo was a ninja, a ninja with a samurai mentality, not an excellent manager.
