When Latios saw Uncle Cyrus walk in, it let out an impatient cry.
"Rayquaza? What's wrong?"

Rayquaza pointed at two children lying nearby,不满地叫着.
These two had changed now. Latios seemed to have figured out that Rayquaza had no interest in Latias — it had been provoking Latias before, but that was only because Rayquaza wanted to battle it.
Now that Latios understood the truth, no matter how much Rayquaza teased Latias, Latias wouldn't battle it anymore.
Now Rayquaza was不满 — it had let Latios stay in its space, and yet Latios wouldn't满足 its demands?

Find the superior and get a place approved? Easy — I'll take you there right now and make him approve it for us.
After Rayquaza flew off with Uncle Cyrus, all that remained were two stunned kids.

Inside the office, Uncle Cyrus's superior was leisurely drinking tea and reading the newspaper when, suddenly, the wind chime in the room rang.
When the superior heard the chime, his head immediately ached.
This wind chime was connected to the rooftop passage — and the rooftop passage was Rayquaza's private entrance.
So whenever the chime rang, it meant Rayquaza had arrived.
There was actually a story behind their building's rooftop passage.
The rooftop passage hadn't existed originally. It was added later, all because of Rayquaza.
In the beginning, even though Rayquaza was Dragon Kingdom's covenant Legendary, because of its overwhelming combat power, very few people dared to interact with it.
So before Uncle Cyrus came along, the official relationship between Rayquaza and the authorities was purely transactional — all business, no personal connection whatsoever.
But after Uncle Cyrus appeared, that changed.
With Uncle Cyrus around, the officials realized that Rayquaza wasn't actually that hard to approach.
So the officials began to主动接触 Rayquaza.
But after they tried, they discovered — yep, Rayquaza really was hard to approach. The reason it got along with Uncle Cyrus was purely because Uncle Cyrus was, well, Uncle Cyrus.
So after Uncle Cyrus and Rayquaza developed a private friendship, whenever Uncle Cyrus had something difficult to ask for, Rayquaza would thump its chest.

And then Rayquaza would fly Uncle Cyrus straight to wherever his superior was located.
Because it was a small single-story building, there was nowhere on the roof for Rayquaza to enter.
And what kind of dragon am I? You think I'd let something like that stop me?
[DESTRUCTOR BEAM!]
So Rayquaza carefully controlled its [Destructor Beam] to carefully remove just the one layer of the rooftop ceiling, then brought Uncle Cyrus into his superior's office.
What could the superior do? National treasure — even if it did something like this, there was nothing to be done.
So after a few times of this, Uncle Cyrus's superior finally couldn't take it anymore.
And built a private rooftop passage exclusively for Rayquaza.
And hung a wind chime inside connected directly to his office — that way, whenever Rayquaza arrived, he'd know about it in advance and wouldn't be startled.
Rayquaza didn't know what the wind chime in its private passage was for, but it actually liked it.
Every time it came, it would gently tap the wind chime with its tail. Only after the chime produced its pleasant sound would Rayquaza眯着眼, happily go find Uncle Cyrus's superior.
Inside the room, the superior looked at Rayquaza and at Uncle Cyrus in Rayquaza's claw, and asked helplessly:
"What now?"
Uncle Cyrus grinned.
"Hey bro, I've got something to discuss with you."
