Orochimaru didn't linger there for long. His visit was merely to settle the aftermath of the Roran affair.

He handed over half of the promised funds directly to Kazekage Rasa, and the other half to Queen Roran.

Orochimaru didn't plan to perform the promised physical enhancement surgeries for the Sand Shinobi himself. Instead, he transferred these abilities to Konoha Village.
