How long does it take to cultivate a top-notch scholar and research mage?
It's not much different from training a top scientist, at least twenty years to start.
And by the time all the knowledge is almost learned, they haven't yet created new branches of knowledge or broken through existing shackles. They are then limited by the onset of middle-age weakness in both body and mind.
The longer a civilization develops, the more knowledge it needs to learn, but the peak period and lifespan of most people, including mages, do not increase. They are unable to achieve the brilliant accomplishments they should be due to the limitations of lifespan and body.
