Year 24, Country of Iron.
As the only nation without a hidden village, the Five Kage Summit was held on 'neutral' ground – within the snowy borders of the Land of Iron.
inside the meeting hall, a pentagon-shaped wooden table stood at the center with five colored Kage hats lying in the middle, each representing a village: Red "火" Hokage; Green '風' Kazekage; Blue '水' Mizukage; Brown '土' Tsuchikage; Yellow '雷' Raikage. Each Kage sat before their respective hat, their expression serious except for Senju Hashirama, whose eyes sparkled with hope.
Behind each Kage stood a single shinobi, acting as bodyguard.
Before anyone could speak–
"The fact that the Five Kages Summit was successfully convened….. it's truly….. I AM GRATEFUL!!"
KUWANG! (or BANG!)
Hashirama slammed his forehead onto the table in a deep bow.
Tobirama, standing behind him flinched and whispered urgently.
"Brother…! You are here to represent the Land of Fire and Konoha. You Shouldn't bow so easily."
"But Tobirama... I was just too Happy~!"
Raikage crossed his arms.
"Hokage… Raise your head up. That is not becoming of a leader."
Tsuchikage added.
"We've gathered here because we're willing to consider your treaty, Hokage. But I won't sign anything without good reason."
Mizukage's voice was sharp.
"If you start from such low ground, we'll only grow more suspicious of your motives."
Kazekage concluded,
"You've captured the tailed beasts. We're here to discuss the conditions under which they'll be distributed. This is a transaction, there is no need to mix emotion into it."
Tobirama stepped forward before Hashirama could respond.
"You're right. The tailed beasts will be distributed for balance. but it will be a transaction."
"Can't we just give them for free?"
"SHUT UP!!"
Tobirama glared at his brother. Hashirama hung his head, visibly depressed.
Kazekage Reto seized the moment.
"Suanagakure already possesses the One-Tail. We don't need another. Therefore, before signing, I propose alternated terms. Does anyone object?"
"…What are your conditions, -yo?" Raikage asked.
"Land of Wind is mostly desert. We request a share of fertile land from the Land of Fire. Additionally, when other villages purchase tailed beasts, 30% of the price should go to Sunagakure."
"Ridiculous -yo!" Raikage snapped.
"WHAT?!" Tsuchikage Barked.
"You are asking for too much!" Mizukage retorted in indignantation.
But Reto didn't flinch.
"Then Sunagakure will not sign the treaty. We are surrounded by sand. We have little to no fertile land. If we are to stand equal with the other great nations, we must use the cards we have."
Mizukage's tone turned cold.
"Then we, the other four nations, can form a coalition to attack the Land of Wind."
KUWANG!!!
Hashirama bowed again. This time harder.
"""…!!..."""
"There have been many ups and downs to get where we are today… But it was all to protect our friends, families, and clans. Some actions… we had no choice but to take.
Even if today's treaty succeeds… I cannot guarantee how long peace will last."
The room fell silent.
Each Kage and their bodyguards reflected on their village's founding, and the bloodshed that came with it.
"But I believe… that one day, people and ninja, regardless of background or nation, will learn to understand each other. To live and work together… for a better future."
Hashirama raised his head as he spoke. His voice no longer trembling, but filled with strong resolve and harmless ambition.
"That is the future that I dream of."
The Kage showed signs of understanding and hesitation.
Peace was desirable. But when national interest was involved, other options had to be considered.
"Today! I want this treaty to be our first step toward peace!
SO PLEASE! PLEASE! And Please! Consider this treaty. Let's not shed more blood."
Silence.
They could feel Hashirama's resolve.
If it were any other Kage making this plea, they would have dismissed it.
But this was Hashirama – the Ninja God.
And they knew the benefits of peace. Of acquiring tailed beasts. Of avoiding war… at least while Hashirama lived.

After hours of negotiation, a decision was reached.
The Tailed beasts were distributed to achieve balance
One Tails remained in Sunagakure and Konoha decided to share some arable lands while the treaty is upheld.
Two Tails was distributed to Yugakure of Land of Hot Water.
Three Tails was given to Uzushiogakure
Four-Tails to Iwa-akure
Five-Tails to Kusagakure
Six-Tails to Kirigakure
Seven-Tails to Takigakure
Eight Tails to Kumogakure
Nine-tails to Konohagakure.
Tailed beasts were distributed mostly according to Senju Hashirama's vision.

The Ninja world entered a new era of peace.
