Chapter 81 - Chapter 73 : Suna’s Neutrality

Year 33

April 27th

Hokage Office

The room was quiet, save for the rustle of parchment and the distant hum of wind against the tiled roof. Tobirama Senju, sat behind his desk; his eyes scanning the latest intelligence reports from Land of Grass (Kusagakure) and Land of Hot Springs (Yugakure) fronts.

Since Kinkaku Butai's reckless assault, the tide of battle had shifted. What had once been a chaotic clash of brute force now settled into a tense stalemate. Both sides – Iwa and Kumo – had begun adapting to the evolving nature of warfare. Though their methods were crude and less refined, they had started to incorporate fuinjutsu formations and sensory techniques more often into their tactics.

"Iwa and Kumo … are adapting"

Tobirama's thoughts drifted. The use of formations and sealing techniques was nothing new to him. As allies of the Uzumaki clan, the Senju had long embraced fuinjutsu as a cornerstone of their military doctrine – dating back to the Senju-Uchiha War, long before Konoha's founding.

Most clans lacked the depth of knowledge to wield fuinjutsu effectively. But villages were different. With access to diverse bloodlines and accumulated knowledge, coupled with increased investment in fuinjutsu for Jinchuriki, even Iwa and Kumo had begun to reverse-engineer and deploy sealing arts collected from scattered clans. The edge Konoha once held was beginning to dull more quickly than anticpated.

Now, the frontlines had stagnated. Skirmishes flared and faded, but no side advanced. Tobirama knew better than to be relieved.

"This is nothing more than the calm before the storm. They're accumulating strength."

His gaze shifted to another corner of the map – Sunagakure.

"Kazekage… what on earth are you thinking?"

Suna had postured aggressively in recent months, its movements suggesting imminent war. Yet contrary to expectation, the desert village remained silent. That silence unsettled Tobirama more than anything.

"If we can secure the western front, we can redeploy troops to reinforce the Grass and Hot Springs fronts… but I wonder…"

He turned toward the window, eyes narrowing at the distant horizon beyond the mountains.

"It's up to you now, Kagami."

Just yesterday, Tobirama had dispatched Uchiha Kagami to negotiate with the Kazekage. Whether through alliance or non-aggression, the west had to be stabilized. Or at the least, ascertain their intent.

The storm was coming and every move now mattered.

May 1st

The desert wind howled across the dunes, carrying with it the sting of sand and the scent of scorched stone. Uchiha Kagami, cloaked in Konoha black robes, walked steadily toward the sandstone gates of Sunagakure, his eyes narrowed against the glare of the rising sun.

Kagami knew Suna's silence was a both a threat and hope for Konoha. He has no doubt that Suna will turn against Konoha in this war, but this silence also shows that Iwa, Kumo, Suna, and Kiri are not coordinated and their alliance is not so secure.

The gates loomed ahead, carved from sun-bleached stone and reinforced with chakra seals. Two guards stepped forward out of their post, their eyes flicking to the Uchiha crest on Kagami's shoulder. One of them greeted and gestured toward the inner citadel.

"You're expected."

The corridors of Sunagakure's citadel were cool and dim, a stark contrast to the blistering heat outside. Sandstone walls bore the scars of battles, and the air carried the faint scent of incense and dust. Kagami was led through winding halls until he reached a chamber carbed into the heart of the fortress.

There, seated beneath a canopy of hanging scrolls and maps, was Kazekage Shamon – his robes muted, his posture regal, his expression unreadable through the shadows of the Kazekage Conical hat.

Kagami bowed. "I come on behalf of the Second Hokage, Senju Tobirama. Konoha offers peace and alliance with Suna."

Shamon studied him for a long moment. "Peace is a luxury that we earned and not bestowed by Konoha, Uchiha. And alliance requires trust. Something which our two villages lack."

Before Kagami could respond, another voice echoed from the shadows.

"I didn't expect Konoha to send a diplomat. Especially not one with the Sharingan."

Kagami turned sharply. Emerging form the far side of the chamber was Onoki of Iwagakure.

"Onoki? What are you doing here?" Kagami asked, voice calm but edged. 

Onoki smirked. "Iwa is here to offer something more valuable than peace. Victory."

The council chamber fell into a heavy silence.

Kazekage Shamon sat unmoving, his fingers steepled beneath his chin. Uchiha Kagami remained poised, his Sharingan dormant but alert. Across from him, Onoki of Iwagakure stood confidently with a thin and sharp smirk.

"Iwa offers strength," Onoki said, breaking the silence. "Join us Kazekage-sama, and I ensure you that Sunagakure will have access to Konoha's fertile lands, their trade routes, and their secrets. We'll carve the Land of Fire into pieces. Suna will certainly have their own share."

Kagami didn't flinch. "Alliance with Iwa? Kazekage-sama, Iwa had never been known for loyalty. It was Iwa who escalated this conflict by invading Kusagakure. Iwa's greed is far greater than Onoki's proposal."

Onoki chuckled. "Neither is Konoha. Don't pretend your village is above bloodshed. It was Konoha who hoarded the most fertile lands. It was Konoha who turned down our alliance initially."

Shamon raised a hand, silencing them both. "Enough. Sunagakure is not a pawn in your war. We are not here to choose sides – we are here to choose survival."

Kagami stepped forward. "Then Choose wisely. Konoha can offer grain, medical aid, and long-term trade. We aren't asking you to fight for us – only to stand aside."

Onoki scoffed. "Stand aside and starve slowly? You think your shipments will sustain a desert? Kazekage-sama, Iwa won't offer gold or temporary wealth. But a future. A future for the desert."

Shamon's eyes flicked between them. "You can state and offer whatever you can. But what I want is leverage."

He stood, walking slowly to the map etched into the chamber wall.

"Sunagakure is surrounded by scarcity. Our crops fail. Our wells dry. Our shinobi are strong, but our stomachs are empty. War is a gamble."

Kagami's voice was calm, but firm. "Then let us be your investment. Not your gamble."

Onoki stepped forward. "Or let us be your sword."

Shamon turned, his gaze heavy. "You both misunderstand. I don't want a sword. I want a scale."

The meeting stretched into the evening. Kagami presented detailed logistics: Konoha's surplus grain, medical supplies, and merchant routes through the Land of Rivers. Onoki continued to counter with promises of shared spoils, tactical supports, and a future stake in Fire Country's dismantling. For every counter, the offer increased.

But Shamon never committed. He asked questioned, listened, and instigated the two to compete. And in the end, he gave neither man what they wanted and only left with an ambiguous offer.

"As long as these supplies are sent, you will have my silence or support."

Kagami bowed. "Then we'll continue our support. Quietly."

Onoki narrowed his eyes. "And if Konoha turns on you?"

Shamon smiled faintly. "Then they'll have another hidden village to face."

As Kagami departed the citadel at dawn, the desert wind rose again. He returned emptyhanded with no definitive treaty but only a message:

[Suna is holding an auction. They are telling us to offer our best price, and Sunagakure can consider silence.]

Back in the chamber, Shamon stood alone, watching the horizon as Onoki and Kagami departed.

"Iwa is not wrong. Konoha needs to be kept in check," he murmured. "But Suna doesn't need to be the one to bleed."

He turned from the window, voice low and resolute.

"Let the great nations bleed each other dry. And when the dust settles… the sand will rise."
