As one of the Five Great Hidden Villages, Kirigakure is shrouded deep within a mountain range, its name derived from the thick, ever‑present mist that never lifts. This persistent fog makes the village difficult to locate, especially for outsiders, and over time it has deeply shaped the lives of those who live within.
When the village was first founded by the First Mizukage, many ninja struggled to adjust to the environment, but eventually they adapted. Still, the dense mist caused all manner of problems, particularly for the directionally challenged, who often wandered in circles looking for visible landmarks. To such lost souls, Kirigakure could feel like a living nightmare.
Early visitor guides even warned, "Those prone to getting lost should travel only with companions, otherwise consequences are your own."
Despite the temptations of the Land of Water's open seas and blue skies, Kirigakure endured because its founder saw strategic value in the remote location. Surrounded by sea and shrouded by mist, the village stood well‑protected from invasion.
Perhaps most importantly, the First Mizukage developed techniques that allowed him to integrate his chakra with the ever‑rising fog, enabling Kirigakure ninja to detect intruders through the mist itself.
As long as a Mizukage remained within the village, he could monitor threats and maintain security through these unique defenses.
Still, every strength has a weakness. The village's isolation sheltered its people from the outside world so thoroughly that many Kirigakure ninja became reluctant to work with outsiders, preferring to remain within the Land of Water. After the First Great Ninja War, this insular mindset reached new heights.
However, the Third Mizukage possessed a broader perspective. While overseeing his village's recovery from conflict, he also sought to make connections beyond its foggy borders, setting the stage for a historic visit to Konohagakure.
Unfortunately, those efforts met trouble.
September Arrival
Dawn broke over Kirigakure, the mist thicker than ever. Streets that were normally quiet at this hour were now crowded with ninja streaming toward the Mizukage's Office Building. Everyone was talking in hushed clusters.
"Did you hear? Lord Mizukage is injured."
"That seems unlikely. Among the Five Kage, he is one of the most formidable. Your source must be mistaken."
"Then how come he is only appearing now, four months after the Chunin Exams ended?"
"Come on. Everyone knows Konoha must be behind it."
"Why jump to that conclusion?"
"If we didn't sit out the Second Great Ninja War and kept our strength intact, others might be jealous."
Amid the murmured theories, one even claimed someone important had been invited into the Mizukage building and had not emerged. Rumors of collusion with Konohagakure circulated like brush fire.
The crowd fell silent as a figure appeared on the rooftop of the Mizukage's Office Building.
"It is the Mizukage!"
At once, every head turned upward.
Stepping into view was the Third Mizukage himself, ceremonial hat and robe perfectly worn, his complexion healthy with no sign of injury. The plaza erupted in cheers. Even the ninja tasked with maintaining order seemed visibly relieved.
For months, speculation had run wild, and morale had wavered. Some whispered even that all other Kage had ambushed him, or worse. But now his presence alone brought certainty and hope.
"I know these months have worried you," the Third Mizukage began, his voice steady, "After the Chunin Exams there were incidents that kept me away."
"Would you like to know what happened?" he asked.
"Yes!" voices rose in unison.
The Mizukage nodded, then continued, "Simply put, ninja attacked me."
"What!" The declaration struck like thunder.
"Who would dare strike the Mizukage?"
"Don't tell me it was the ninja from Konoha."
The Mizukage raised a hand to quiet the crowd. "I will not name the attackers. I have captured them. Over the past one hundred days I have reflected deeply on my service. Since taking office I have given more than a decade of loyal leadership. Yet within our village—from the Council of Elders to some clans and even certain ninja—the response has been one of distrust and division."
His gaze hardened. "Some among us side with outside powers, plotting to weaken Kirigakure from within. They cloak dissent in patriotism, glorify foreign lands, and undermine our traditions. This is corrosive."
The crowd listened in stunned silence, and something in the Mizukage's eyes glinted with cold resolve.
"My journey to Konoha—and the attack I suffered—have clarified my purpose. Kirigakure must change."
The word change rippled through the assembled ninja like a shockwave.
"Transformation is overdue," he continued, "Kirigakure must evolve. We will challenge the Council, adjust our institutions, and overhaul our ninja training so we may truly grow strong. In the past outsiders called us the Village of Mysteries. From now on I want them to know us as the Village of the Bloody Mist—not for fear, but for strength."
With that he turned and disappeared from view.
After his departure, the crowd slowly dispersed, but the atmosphere in Kirigakure remained heavy as the ever‑present mist that cloaked the village.
In twos and threes, ninja continued to discuss the Mizukage's words.
"Village of the Bloody Mist," one murmured, imagining bloodshed only for their enemies, never suspecting that most danger would come from within.
