The foundation-laying ceremony at the Confucius Temple construction site was jointly initiated by Dongzhou City's top leader, Wang Jianming, and Pinghai Culture and Tourism's head, Xing Wenhua. Initially, there were special arrangements for holding umbrellas, but Wang Jianming refused. With so many media journalists' cameras focused on them, there was no guarantee that someone would not maliciously edit the footage.
