The specific arrival of someone who had decided to be somewhere and had gotten themselves there through whatever method served, which in Seraphina's case meant flying high enough that the fog obscured her approach until she was already at the outer boundary.
Vessa's perimeter registered her signature at the same moment Seraphina chose to become visible.
'She could have come in undetected,' Vessa's report noted. 'She chose not to at the boundary. The timing was deliberate.'
Satou read this and understood it as Seraphina's version of courtesy.
