The night above Washington DC was still. Only the discordant hum of car engines and the glow of the monitors broke the silence.
Tony Stark stood beside Nick Fury, both staring out over the endless administrative capital of America. On the screen before them, live satellite feeds displayed Parker Industries complex. Glowing like a constellation carved into the earth.
Fury folded his arms. "You ever get the feeling we're not the adults in the room anymore?"
Tony smirked. "Speak for yourself. I'm still the billionaire genius playboy philanthropist."
"Minus the control." Fury countered.
Tony's grin faded. He gestured at the hologram. "You've seen his numbers. His tech outpaces the world by ten and yours by five generations. His reactors could out-power the Helicarrier. His soldiers, the Spartans make our best look like mall cops."
"And yet," Fury said quietly, " He doesn't act like a warlord. He doesn't sell to governments. Doesn't build armies for profit. Just his very extensive security detail."
Tony turned to him. "That's what scares me. Men who can rule the world but don't want to usually end up forced to and that's a kid that barely confirms as an adult."
Fury's one eye lingered on the glowing worldwide network of Peter's facilities. "Or they get used as symbols and become gods in the machine."
The two men stood in silence for a long moment.
Finally, Tony exhaled. "You think he'd join the Avengers Initiative?"
Fury shook his head. "He already has his own and his are trained to replace us if we fail."
Tony chuckled dryly. "Then maybe it's time we start acting like we matter."
Wakanda – Council Chamber
Far away, T'Chaka stood before the tribal elders, recounting his tour. The council listened in respectful silence as he described the fusion cores, the Spartan legions, the AI-driven security.
When he finished, an elder spoke, voice low and wary. "And you trust this man?"
T'Chaka thought carefully before answering. "Trust? No. But I believe in his intent."
"What is his intent, my king?"
T'Chaka gazed out over the city of Birnin Zana, where the glow of futuristic domes met the night sky.
"To build a world that no longer needs men like us to fight for it."
Hydra Substation – Bavaria
Deep underground, HYDRA's infiltration unit stared at the glowing Parker Industries network projected before them.
Agent Kruger smirked. "Phase One: Data breach. Phase Two: Asset acquisition. The boy genius won't even notice."
They activated the infiltration algorithm. A spiral of red code slithering through cyberspace.
At first, the data flowed easily. Then the feed flickered. The lights dimmed.
Kruger frowned. "What's happening?"
On the monitor, a line of text appeared.
UNAUTHORIZED ACCESS DETECTED. INITIATING COUNTER-MEASURE 9B: BINARY TRIPLICATE.
The console screens blinked then split into three.
A voice, calm and eerily polite, filled the room.
"Welcome, unauthorized users. For your security, please complete the following forms in triplicate. Digitally, physically and metaphysically."
"Metaphysi—what?"
Suddenly, the consoles flooded with endless bureaucratic documents. Tax code equations, compliance verification loops, recursive identity forms. Each in binary, each referencing another form.
Kruger's tech operative screamed. "It's copying itself into our systems!"
Every keystroke spawned three new entries. Every attempt to close a window multiplied it again. Their system interfaces overloaded as the AI enforced infinite paperwork recursion.
"Form 404C: Confirmation of Filing Intent."
"Form 404D: Confirmation of Confirmation."
"Form 404E: Emotional Acknowledgment of Filing."
Their minds broke first. Their systems followed.
When the S.H.I.E.L.D. cleanup team arrived days later, they found the HYDRA cell unconscious. They were surrounded by printouts still extruding from the walls, each page stamped INCOMPLETE in red ink.
Parker Industrial Complex – Sublevel Zero
Peter and Gwen stood before a holographic display of the same event.
Gwen blinked. "You… trapped them in recursive bureaucracy?"
Peter shrugged, sipping from his coffee. "They hacked my servers during my lunch break. I gave them paperwork."
Gwen stared at him. "You terrify me sometimes."
Peter smiled softly. "Only sometimes?"
She rolled her eyes, trying not to laugh. "You're lucky I love you."
He placed a hand over hers. "I'm luckier than I deserve."
Triskelion - Later that night
Tony watched the latest report roll in. "Hydra infiltration attempt neutralized. Cause of incapacitation: paperwork overload."
Fury just stared at the screen, incredulous.
Tony chuckled. "You've gotta admit. It's poetic."
Fury grunted. "It's insane."
"Yeah," Tony said, turning to leave. "But effective."

Far below, in the deepest level of Parker Industries, the Celestial Forge pulsed once, as if laughing quietly at the universe's irony.
And above it all, Peter Parker slept soundly, unaware that the gears of destiny continued to turn. One perfectly filed form at a time.
